The nomination of Madeleine Albright as President Bill Clinton's new Secretary of State for African Affairs opens the way for a reshuffle of the Africa department's officials. Most importantly, Assistant Secretary of State for African Affairs, George Moose, is scheduled to move to Vienna as Ambassador to the international organisations based in the Austrian capital. His possible successors include: Johnny Carson, an African-American who has served in several African posts and is favoured by the State Department. Carson, a low-key bureaucrat, was considered for the post in 1993 when the Clinton administration took office. More similar in style to the cautious Warren Christopher than to the feisty Ms. Albright, Carson is regarded as a 'highly competent ambassador, a skilled diplomat and a good manager'.
