By the grace of the courts, and for a few weeks only, Prime Minister Ntsu Mokhehle (78) is hanging on as leader of the Basutoland Congress Party, a job he first got 43 years ago. Personal and constitutional wrangles have split the party. The High Court, in the person of Mr Justice Winston Maquto, says Mokhehle's term as party leader has expired, so the BCP must hold a conference to reelect or, more likely, replace him. The BCP's elaborate rules say the preparations must take three and a half months. Until then he carries on as interim leader.
