Government and opposition say they want to talk but then say 'We won't budge'

French Prime Minister Lionel Jospin's visit to Bamako on 20- 21 December was perceived as a show of support for President Alpha Oumar Konaré and his regime, which is happy to be described (with an eye on nearby autocracies) as l’exception démocratique malienne. One fellow-traveller was Edmond Alphandéry, once ex-Premier Alain Juppé's Economy and Finance Minister and now head of the Electricité de France. EDF has the management contract for Electricité du Mali and is watching the huge and delayed Manantali hydropower project, involving Mauritania and Senegal. Another companion was Serge Adda from cable television company Canal +-Horizons, which has big African ambitions.
