Bamako sparks

Amid deadlock between government and opposition, preparations are starting for local elections. Business and donors are more worried about the electricity crisis. Donors have again suspended finance for the electrification phase of the giant Manantali dam project, to be run jointly with Mauritania and Senegal. Their main grumble is power parastatal Energie du Mali, under private Franco-Canadian management since 1994 by SHEC, a syndicate led by Electricité de France Internationale, Sogema and Hydro-Québec Internationale. Unpaid bills from state and domestic customers are increasing and inspectors are again being bribed to ignore meter readings.
