Manoeuvring in Cairo

A vigorous debate ensued at the National Democratic Alliance summit in Cairo on 15-17 August over the initiative taken at the last meeting of the Inter-Governmental Authority on Development in Addis Ababa, where the majority of the IGAD Partners proposed a two-stage approach to settling the war, with the south as a separate issue, with direct negotiations between the Sudan People’s Liberation Army and the NIF government leading to some form of self-determination. This initiative had already caused a rift within the Partners of IGAD, with the United States strongly opposed.
