Civil wars spilling across frontiers and fiercely fought elections make for a hard 2003

This year's West African agenda will be dominated by the conflict in Côte d'Ivoire and by the Nigerian election (AC Vol 43 No 25). France is getting increasingly sucked into Côte d'Ivoire, after reinforcing its troops in December and skirmishing with new rebel groups on the western frontline. France now has 2,500 troops in the country and will host peace talks between the government and all three rebel groups in Paris on 15 January (although both government and rebels distrust French involvement).
