Fradique's new front

A newcomer to oil finds that old deals with foreign friends gum up the works

The standoff between President Fradique de Menezes and oil interests in Nigeria, Norway and the United States blocks development of São Tomé e Príncipe's offshore zone, which may hold billions of barrels of oil (AC Vol 43 Nos 14 & 21). Uncertainty over oil is stirring the waters: Fradique dissolved parliament on 21 January after vetoing a parliamentary constitutional proposal to curb presidential powers, including the right to negotiate oil deals.
