Kenya and the Inter-Governmental Authority on Development (IGAD) are suppressing debate about increasing tension between Khartoum and the Government of Southern Sudan, and the resilience of the 2005 Comprehensive Peace Agreement (CPA). Some diplomats may be reluctant to offend the National Congress (NC) regime amid the fraught negotiations to deploy the United Nations-African Union peacekeepers in Darfur.
