Rival refugees

Those in Africa who'd hoped the North Atlantic Treaty Organisation's bombing of former Yugoslavia presaged a tougher line on rogue states and human rights abusers are disappointed. The most obvious effect so far appears to be to divert resources from Africa's desperate crisis states, such as Angola, Sierra Leone, Guinea Bissau, Congo-Brazzaville and Congo-Kinshasa.
