Rivals set out their minimum conditions

The federal government and Tigray agree on the urgency of substantive negotiations but still lack the political will to start them

Addressing an emergency session of Parliament in late February, Prime Minister Abiy Ahmed was clear: 'There has been no negotiation [with the Tigrayan People's Liberation Front] as yet', but he added: 'this does not rule out the possibility of discussions. Negotiation is a method of identifying problem-solving options'. He detailed government efforts to reach peace, describing the recent release of prisoners as part of the process to 'consolidate victory'.
