Deal or no deal?

'Very much a starting point' was the verdict of United Nations Special Representative David Shearer on the latest agreement by the main political actors of South Sudan on 5 August in Khartoum. Far from a final peace deal, it only sets out terms for power-sharing between the key players during a three-year interim government which should follow an eight-month 'pre-interim' period. But that only starts when yet another compact is signed. Insiders are sceptical the deal will hold, especially after President Salva Kiir Mayardit refused to shake hands on it with arch-rival Riek Machar at the signing.
