Does Morocco really want to join Ecowas? Its application is going nowhere and clashes with other commitments and interests

After scoring a significant coup by rejoining the African Union in January 2017, Rabat's next step in its 'turn to Africa' was to consolidate regional links by joining the Economic Community of West African States (Ecowas). In spite of a sustained lobbying effort by King Mohammed VI, the bid seems run into the sand. Morocco won observer status at the Ecowas summit in June 2017 in Monrovia and an agreement in principle to its membership. A final decision would be made in early 2018, Rabat was promised. Since then the trail has gone cold.
