EU tiptoes into minefield

Brussels quarrels with African governments on migration while development aid is diverted into border protection

European governments are still struggling to contain the flow of unofficial migration from Africa, and to find effective and fair means to send home most of those who manage to cross the Mediterranean. Although protocols exist for the return of illegal entrants, official representatives of the two continents can't agree on how to implement them. Meanwhile, 64,000 people have tried to reach Italy from the North African coast this year alone: nearly 3,000 drowned in the attempt.
