Paris calling

The Djibouti government has still not signed the letter of intent that it should have sent to the International Monetary Fund in early January. Nobody really expected the government to complete the reforms the Fund wanted. The weary negotiations would have to be gone through again once the first tranche of credit was opened. But without this short-term support the feeble economy is getting even feebler. Public-sector workers, particularly the teachers, are fed up with cuts in their pay and bonuses, especially since some have done better than others. The economic grief is, of course, political in origin.
