Xenophobia on the rise

Human rights activists are seeing violence against foreigners turning up in unexpected places

Lusaka has long been known for welcoming foreigners and for the enlightened views of its leaders on outsiders and refugees. So, when Rwandan shops and other properties came under vicious attack last month, many people started to wonder if xenophobic violence was on the rise and if so, why? Angolans who fled to Zambia during their country's civil war, for example, are now said to be some of the best integrated refugees on the continent. Many are asking if the new violence is part of a trend.
