After three years of devolution, the jury is still out on whether it hasn't merely created more opportunities for corruption

In late April, new county governors broadcast their successes as they celebrated three years of devolved government at a three-day celebration in Meru County. Yet through the jubilation could be viewed doubts about the long-term value of this new tier of government after widespread fears that corruption has simply found yet another home.
