The military announce five new parties and six new states but leave key questions open

Alongside General Sani Abacha's bold plans to sell the state oil and gas companies, plans for his political transition are becoming clearer. Above all, the government is determined to keep politicians and their parties on a short rein. The military men believe that if their economic policy looks more credible (with several Western and Asian corporations benefiting) some of the limited foreign pressure will relax. A stronger domestic economy may help build up a constituency for those military officers wanting to make the transition to 'civilian politics'.
