Rebel revival

President Kabbah's shaky democracy lacks cash and the will to settle the war

With no friends and no money, President Tejan Kabbah's government is in deep trouble after less than nine months in office. The rebels of Corporal Foday Sankoh's Revolutionary United Front have lost interest in Kabbah's peace overtures and are set to resume fighting when the rainy season ends. There have been rebel attacks in the north and south-east of the country; most seem to be by soldiers disaffected by efforts to purge the army. Kabbah's attempts to win friends by appointing one of the biggest cabinets in Africa means a weak government, with political timeservers outnumbering the technocrats.
