First laws, then parliament

The election of a parliament may place some limits on the regime but much of what it wants to do has already been accomplished by decree

By the time the new Parliament holds its first session following the two-round general elections in October and November, more than 500 laws will already be on the statute book. That is the number passed by decree since the previous elected legislature was dissolved in July 2013. They range from routine measures to highly controversial ones, such as March's Civil Service Reform Law, which provoked big protests from trades unions after the new salary system went into effect in August.
