To publish or be damned

The African Union faces growing demands to release its no-holds-barred report detailing the role of top officials in ethnic killing

As regional authorities struggle to break South Sudan's political impasse with yet another round of peace talks planned for Addis Ababa next month, the African Union faces an acute dilemma. Should it publish the report of its Commission of Inquiry into abuses committed in the current conflict and risk scuppering those talks, seen by many as a last hope for peace in the short-term? Or should it continue to sit on this unusually forthright report and be accused of covering up abuses and bowing to regional political pressure? Although a draft of the COI's report was leaked early this month, the AU has disowned it and says it has not yet taken a decision on whether to publish its final version of the report.
